I have enclosed, for you to share with your members, information on two topics which are much in the news lately and which I think may be of interest to you.
One is a report prepared by the staff of the Senate Finance Committee. This report presents in some detail a summation of the fiscal realities we will be working with this year. It shows that although we are not in a recession, we are not enjoying the same surpluses we have had in the past. If you read this report, I think you will be able to better understand the realities of the fiscal situation that will be under discussion and which you will read about in the newspapers.
The other item I thought would be of interest to you and your members is some information on the subject of electric utility deregulation. This information was provided to us by Dominion Power and it details the differences between the deregulation process here in Virginia and that in California.
